Get the the set of non-suppress CUIs by loading from a file.

Parameters:

inFile - the file includes non-suppress CUIs to be loaded

verbose - verbose flag

lineNum - loading status of line number to be displayed

Returns:

the set of non-suppress CUI|LUI|SUI
